Federal Agencies, tribal entities and in certain situations, such as Presidentially-declared disasters, state and local governments.  Federal Government Contracting Officers are now authorized to give all GSA contractors access to the GSA schedules when deemed appropriate for fulfillment of their agency requirements.​
